Evolves into Necro Dragon Cannelloni (Secret, S tier) and has a Fire Dragon Cannelloni variant (A tier).
Materials: Evolution requires Necro-line materials; note that Ground Gems do not work on the dragon line.

It isn't rarity-gated — anyone can buy it for 99 Robux at Skyheart Isle. The rare version is its Secret-tier evolution, Necro Dragon Cannelloni.
If you want the fastest flying mount (speed 65), yes. If you only care about combat, farm DuskWing on Duneveil Isle for free instead and save your Robux.
Use the Pet Evolution kiosk on Skyheart Isle with the Necro-line recipe. Community testing confirms Ground Gems do not work on the dragon line, so don't waste them.
